 We operate in a volatile yet resilient environment.  Strategy guides us.   As we work every day to conduct our business in the most efficient and effective manner, strategy dictates the path towards our destination.   This year’s conference is filled with opportunities to refine or develop new strategies. 

As strategy marks our path, planning is the beacon that keeps us on course.  Effective planning provides us with the steps required to approach our goal.  What are your steps?  Where are your obstacles? How have you developed your plan?

Mr. Cook is a former Project Manager, Multifamily Chief, Senior Operations Specialist, and now Field Office Director within the Office of Field Policy and Management where he is responsible for leadership of the Dallas Office.  He recently earned his Doctorate in Business Administration, with a specialty in Management/Leadership.  He also has earned a Masters in Business Administration, and a Bachelor’s Degree in Business Administration.  He has also completed course work at the University of South Carolina, Central Michigan University, Argosy University, University of Chicago, DePaul University, and Harvard University.

Linda Davidson started in the mortgage industry in 1997 and owns a net branch with Service First Mortgage in addition to being a top producer in the company. Tim Doyle is a Vice President of Industry and Agency Relations with the Conference of State Bank Supervisors (CSBS).  At CSBS, Mr. Doyle is responsible for coordinating state mortgage regulators in developing Nationwide Mortgage Licensing System (NMLS).  Mr. Doyle, a native of Virginia, is a graduate of the College of William & Mary and holds a master’s degree in public administration from the Maxwell School of Citizenship and Public Administration at Syracuse University.

Douglas B. Foster
Texas Department of Savings and Mortgage Lending, Commissioner

Doug Foster has been with the Texas Department of Savings and Mortgage Lending for over 22 years serving in various capacities.  Prior to being named Commissioner in 2008 he served as Acting Commissioner for four months in 2003.  Doug completed all the training for designation as a commissioned safety and soundness examiner in 1985 and as a compliance examiner in 1992.  He was named Deputy Commissioner and Director of Examination in 2003 expanding the oversight duties to include the examination of mortgage brokers. 

Prior to his employment with the Department, Doug worked for several years as a branch manager and loan officer for a small savings and loan and began his career working for a credit union.  A graduate of the University of Texas, at Austin, Doug resides in Lockhart with his wife Shari a 26 year veteran of the land title business.  One interesting fact about Doug; he has spent two summers in Israel doing biblical archaeology.

S.A.F.E. Act:
Are You Ready?

The Secure and Fair Enforcement for Mortgage Licensing Act of 2008 (S.A.F.E. Act) that became law in July of 2008 will impact all mortgage loan originators. This law will have a significant affect on loan originators employed by mortgage bankers. In this session you will learn key objectives of the Act and who’s in charge of enforcement. You will also develop a clear understanding of who must be licensed and who may simply register under the Act.

Learn about the comprehensive background check in store for all mortgage loan originators and the prior sins they might be seeking. Those that must be licensed in Texas will learn about pre-licensing and continuing education requirements and the session will explore the required national examination, its structure and how it will be delivered to those loan originators seeking a license.
